New Intertops welcomes U.S. Casino players

video poker leagalized by Illinois Senate

The Illinois state Senate overwhelmingly voted Wednesday to legalize video poker, boost liquor taxes and allow lottery wagering over the Internet to help support a $26 billion statewide construction package that is expected to reach Gov. Quinn's desk.

What would be the first public works program in a decade passed the Senate on a series of bipartisan roll calls and would, according to Sen. Kirk Dillard (R-Hinsdale), end a "decade of decay" that festered on the state's roads, bridges and public buildings under impeached ex-Gov. Rod Blagojevich.

The gridlock we've been going through for six years has ended,' said Senate President John Cullerton (D-Chicago), who carried the package, which taps a combination of federal and state money.


The House still must sign off before it goes to Quinn, but Cullerton predicted House passage today.
"To pay for it, senators voted 47-12 to legalize video poker in bars, restaurants, veterans halls and truck stops. The state will tax the machines at a 30 percent rate, raising $375 million annually.

The package includes big changes at the state lottery. A pilot program would be established in 2010 to allow lottery wagering over the Internet. Additionally, management of the lottery would be turned over to a private firm. Both moves are expected to raise $150 million annuall

USA Online Gambling Bill could get a shot

Rep. Barney Frank might have come up snake eyes in his previous efforts to legalize online casino gambling but he’s stepping up to the table again with a bill that would authorize the Treasury Department to regulate online wagering.

And there’s another shooter in his corner: Jim McDermott , D‑Wash., who sits on the Ways and Means Committee, introduced a bill (HR 2268) that would provide for the collection of associated tax revenues.

Both bills were introduced May 6.
Frank, a Massachusetts Democrat and chairman of the Financial Services Committee, took pains to suggest that his prime motive for introducing his bill was to ensure Americans’ freedom to spend their money as they please.

“The government should not interfere with people’s liberty unless there’s a good reason,” Frank said. But he also acknowledged that, in a time of economic turmoil, the additional revenue wouldn’t hurt.
McDermott’s chief of staff, Mike DeCesare, said that over 10 years, the revenue bill could put $43 billion in federal coffers and even more in states’. It would establish a 2 percent tax on deposits made into Internet wagering accounts.

Undoing Earlier Laws
Frank’s bill would establish a regulatory procedure through which online gambling outfits would have to be licensed in order to accept bets from players in the United States, as long as the state in which a gambler lived did not bar the practice.

This would largely do away with a 2006 law (PL 109-347), pushed through by the Republican leadership as part of a larger port security measure, that was aimed at choking off online betting through restrictions on payment processing.

Robert W. Goodlatte , R-Va., who supports those restrictions, said May 6 that Frank’s measure not only guts that 2006 law but makes online gambling explicitly legal.
“Apparently, Rep. Frank believes that [Treasury Secretary] Timothy Geithner can do a better job at enforcing our nation’s criminal laws than the Department of Justice, which is scary considering [Geithner’s] track record on complying with the tax code,” he said.

The executive director of the Poker Players Alliance, John Pappas, says his 1 million members support Frank’s bill. The group, formed mostly as a grass-roots backlash against the 2006 law, has come into its own; last year it set up a political action committee that contributed $43,553 to congressional campaigns, including $4,950 to Frank’s.


And Pappas’ side now has even greater clout: In a reversal from past battles, Harrah’s Entertainment, one of the largest brick-and-mortar USA casinos gaming companies in the world, has thrown its weight — and its money — behind such legislation. Harrah’s ramped up its lobbying last year, spending more than $405,000 — a large chunk of which was in support of a measure, similar to the one announced May 6, that also was introduced by Frank.

Support for online betting from a company that operates traditional casinos significantly alters the landscape, as such businesses have usually been silent on — or actively opposed to — online wagering, believing it cuts into their bottom line.

“There was some concern from some of the people that are in the offline gaming community. There’s still some,” Frank said. But he pointed to the fact that Shelley Berkley , D-Nev., has signed on as a cosponsor of his bill as evidence of their support.

In the past, Frank’s bills supporting online gambling have been stymied in part by lingering concerns that loosening restrictions on Internet wagering would open the floodgate to a host of social ills. Conservative Christian groups, like Focus on the Family, argue that the 24-hour availability of online gambling makes it particularly easy to develop an addiction. Moreover, the groups contend, online sites make gambling too easy for underage youths.

Frank said he has yet to speak with congressional leaders or the Obama administration about the measure, but he plans to do so soon. The White House did not return calls seeking comment.
At the behest of professional sports leagues, Frank said his legislation would exempt online wagering on sports matches, even though they have long been a favorite of bookies and gamblers alike.

“The expression by the professional leagues of shock at the notion that people would actually bet on games was one of the least persuasive emotional outbursts I have encountered, but we acknowledged the reality of it,” he said. “No one will be betting on professional sports games.”

Minnesota banned sites list includes only 44 casinos that accept players from the U.S.

Only 44 of the 200 casino gambling Web sites that Minnesota's Alcohol and Gambling Enforcement Division want to block from its residents actually accept players from the state, according. That means just 22 percent of the sites AGED wants to block affect Minnesota residents.

Last week, the Minnesota Department of Public Safety (DPS) Alcohol and Gambling Enforcement Division (AGED) announced that it had instructed 11 national and regional telephone and Internet service providers to prohibit access of all Minnesota-based computers to nearly 200 online gambling websites. On Friday, the AGED released the list.

Of the 44 online casinos USA, only eight are listed on Online Casino City's Top 25 casinos available to U.S. residents (Bodog, English Harbour, Slot Land, Club Player, Las Vegas USA, Slots Plus, Slots of Vegas, Caribbean Gold Casino). AGED Director John Willems defended the Minnesota list saying that it was a "random sampling" of sites. But Interactive Media and Entertainment & Gaming Association (iMEGA) Chairman Joe Brennan Jr. questioned "how much thought was put into the selection of these sites."

Speakers Against Online Casino Gaming

Economics professors John Kindt and Earl Grinols are making splashes validating myths and fears about the dangers of online casinos USA, appearing around the US where gaming law changes are debated. The two publish and tour to spread concerns about the social costs of Internet casinos gambling, but their statements do not bear up under examination.

Kindt asserts in the US International Gambling Report Series that areas which introduce casino gambling see double-digit increases in crime and a doubling of problem gambling incidents. But numerous studies have found compulsive gambling to be a symptom of addictive illness, and the dysfunction to not increase numerically with the proliferation of gaming.

Actual evidence shows the crime myth to be equally unfounded. Bossier City reports crime has dropped more than fifty percent since the addition of casinos fifteen years ago.

"There were fears, even from all of us, about the crime," Bossier City Police Chief Mike Halphen said. "But, so far, crime (in Bossier City) has actually dropped."

Grinols told the Florida legislature that new USA casinos would spark crime. But Representative Joe Gibbons said his district had brought in casinos two years before, and crime had declined each year since. Grinols then said the crime jump would take three or more years to come into effect.

Perhaps he should look at Bossier City, and say sixteen years is when the bubble bursts.

“Online casino betting is called the crack cocaine of creating new addicted gamblers,” Kindt says. “It places gambling at every school desk, every work desk and in every living room. Does Barney Frank really want to entice people to click their mouse and lose their house?”

But he ignores groundbreaking research conducted by Harvard Medical School, which finds online gambling a minute risk of addiction, and recommends licensing and regulation.

Some might question the source of pro-gambling information. But when those sources are the Division of Addictions at Harvard and the Responsible Gaming Program for South Africa, what bias can be accused?

As for the wisecrack about Barney Frank, one wit noted, "If Kindt were opposed to that, shouldn't he have fought Fannie Mae and Freddie Mac?"

"Grinols has introduced misleading statistics claiming one of every four teenage Internet gamblers will commit suicide. Kindt uses the volatility of gaming stocks to claim they will ruin the markets. Kindt denies that jobs are created by casinos, all evidence to the contrary to be ignored. Haven't these men discredited themselves to the point media would start ignoring them?" asks OCA analyst Sherman Bradley.
